On February 22, 2024, Newark Police responded to the Suburban Plaza Shopping Center on Suburban Drive for a reported unconscious person in a vehicle.
Upon arrival, officers located a male unconscious in the driver’s seat of a parked vehicle. There were suspected drugs in plain view. The male was wearing a tactical style police vest with “Police” displayed on the front.
After the male was awoken, officers found he was under the influence of drugs and he was taken into custody without incident. He was identified as Brian Carter, 46, of Newark. Carter is not a police officer.
During a search of the vehicle, officers located suspected heroin and drug paraphernalia.
Carter was transported to Newark Police headquarters where he was charged with:
Carter appeared before Justice of the Peace Court #2 by video and was ordered to be held in default of $8,000 cash bail. Carter was turned over to the custody of the Howard R. Young Correctional Institution in Wilmington.

On February 28, 2024, at approximately 1:58 AM officers from the Newark Police Department responded to a residence on Wyncliff Lane, off Paper Mill Road, for a burglar alarm and a reported burglary. Upon arriving officers contacted the victims, who were home at the time of the incident. Early investigation shows that the unknown suspects forced entry into the residence, causing the alarm to activate, sound, and alert the residents. The suspects were then confronted in the home by a resident, at which point the suspects ran from the residence. During the initial investigation, it was discovered that the suspects also appeared to have attempted to enter another residence in the area, along Cook Way, which is a near the Wyncliff Lane location.
The case is being investigated by detectives assigned to the Newark Police Department Criminal Investigations Unit (CIU). Detectives are asking residents in the area to check their cameras and security systems for any videos or images from February 27, 2024, at 11:00 PM to February 28, 2024, at 3:30 AM.
