Newark Police Arrest New Castle Man on Drug and Forgery Charges

On August 29, 2026, at approximately 9:10 PM, members of the Newark Police Department Street Crimes Unit conducted a traffic stop after observing a traffic violation.

During the stop, the driver provided officers with an identification card, but officers determined that the identification was fictitious, with a false name.

During the investigation, officers located suspected crack cocaine and suspected heroin inside the vehicle

Officers transported the driver to the Newark Police Department,  where they identified the driver as Juan Jose Serrano Rosario, 42, of New Castle, Delaware

Rosario was charged with:

  • Possession With Intent to Deliver a Controlled Substance (Heroin) in a Tier 2 Quantity
  • Possession With Intent to Deliver a Controlled Substance (Cocaine)
  • Possession of a Controlled Substance (Heroin) in a Tier 2 Quantity
  • Forgery Second Degree
  • False Statement to Law Enforcement
  • Possession of a Controlled Substance (Cocaine)
  • Possession of Drug Paraphernalia
  • Two Traffic Offenses

Serrano Rosario was arraigned through Justice of the Peace Court #11. He received $43,100 cash bail.  He was committed to Howard R. Young Correctional Institution in lieu of bail.
