Shooting on Thorn Lane; Suspect Arrested

On Saturday, 12/29/18, at 2250 hours, Newark Police were dispatched to the area of Thorn Lane in the Studio Green Apartments for multiple calls about shots fired in the parking lot.

Responding officers found a vehicle in the parking lot with damage consistent with a shotgun and found spent shotgun shell casings in the parking lot.  Officers determined that at least one of the individuals involved in the shooting had fled into an apartment in one of the buildings nearby.

Officers located a shooting victim in an apartment in the building.  The male victim, 19, sustained multiple physical injuries consistent with having been shot with birdshot from a shotgun.  The victim was transported by ambulance to an area hospital, where he was treated for his injuries and later released.

The investigation revealed that Hulsey contacted the victim via phone to discuss a mutual acquaintance.  The victim responded to Thorn Lane to talk with the acquaintance.  As the victim exited his vehicle, Hulsey shot the victim with a shotgun multiple times.  Both the victim and the suspect fled into the same building, where they were contacted by responding officers.

Hulsey, 25, of Newark, DE, was charged with the following offenses:
