Newark Police Arrest Man for Stalking and Indecent Exposure Related Charges.

The Newark Police have arrested a Newark man after he was identified as the suspect in multiple incidents where he stared into the window of a victim’s apartment, including one incident where he exposed himself.

On Tuesday, May 26, 2026, at approximately 9:45 a.m., and Wednesday, May 27, 2026, at approximately 10:12 a.m., the victim observed a male subject staring into the window of her apartment. During one of the incidents, the subject’s pants were undone.

The victim also reported that, on March 12, 2026, at approximately 10:30 a.m., she observed a suspect matching the same description outside of her apartment, exposing himself and touching his genitals.

Officers identified the suspect as William Bestman, 28, of Newark.

On Thursday, May 28, 2026, members of the Newark Police Department’s Special Operations Unit and Street Crimes Unit assisted patrol officers with the execution of a search warrant at Bestman’s residence.   Evidence was recovered that linked Bestman to the incidents.

Later that day, Bestman turned himself in at Newark Police Headquarters. He was charged with:

  • Stalking – Causes Other Emotional Distress/Mental Anguish That May Require Treatment/Counseling
  • Trespassing With Intent to Peer or Peep Into a Door or Window of Another
  • Lewdness
  • Indecent Exposure Second Degree – Male Exposed Genitals/Buttocks

Bestman appeared before Justice of the Peace Court #2 and was released on $3,000 unsecured bond. He was also ordered to have no contact with the victim or her residence.
