On December 30, 2020, at about 2124 hours, Newark Police were called to the intersection of Paper Mill Road and Old Paper Mill Road for a report of a male passed out in the driver’s seat in a vehicle at the intersection. Arriving officers located a male driver passed out in the described vehicle, which was now in a nearby parking lot. Upon contact with the driver, officers observed drug paraphernalia and the driver was arrested after probable cause was developed that he was driving under the influence of a drug. He was examined by members of Aetna Hose Hook and Ladder Company and released back to the custody of Newark Police.
The driver, identified as James Hudiburg, 47, of Newark, was transported to Newark Police headquarters where he was charged with Fifth Offense Driving Under the Influence. Hudiburg appeared before Justice of the Peace Court #11 by video and was ordered to be held in default of $4,000 secured bail. Hudiburg was turned over to the custody of the Howard R. Young Correctional Institution in Wilmington.
