Newark Man Charged in Attempted Burglary

On October 13, 2023, at about 2234 hours, Newark Police responded to a residence in the 200-block of Haines Street for a report of an attempted burglary that just occurred.  Arriving officers found that the suspect had already left the area.

An investigation at the scene found that a suspect entered the rear of the victim’s property and entered the back porch.  Once on the porch, the suspect placed a mask over his face and began to attempt to enter the back door.  He fled the property before he was able to gain entry.  The residence was occupied at the time of this incident.  No damage occurred and no property was taken during this incident.

Based upon a suspect description provided by the resident and area cameras, members of the Newark Police Street Crimes Unit located a suspect matching the description on East Chestnut Hill Road.  He was identified as Andre Johnson, 42, of Newark.  Johnson was taken into custody without incident.

Johnson was transported to Newark Police headquarters where he was charged with Attempted Burglary First Degree and Wearing a Disguise During the Commission of a Felony.  Johnson appeared before Justice of the Peace Court #11 by video and was ordered to be held in default of $13,000 secured bail.  Johnson was turned over to the custody of the Howard R. Young Correctional Institution in Wilmington.

Stolen Motor Vehicle Incidents and Arrests

On October 10, 2023, the Newark Police Department located an unoccupied stolen motor vehicle. During the investigation two suspects entered the motor vehicle and fled from investigating officers, nearly striking a marked police car. Officers observed that an occupant of the stolen vehicle was armed during the incident. During the investigation, Cartier KENT, 20, and Qaadair PARKS, 18, both of Wilmington, Delaware were identified as suspects.

On October 12, 2023, officers of the Newark Police Department located an additional unoccupied stolen motor vehicle. Two suspects later entered the vehicle and drove away. Officers attempted to conduct a motor vehicle stop on the vehicle, but the vehicle fled from officers. In the area of 1050 South College Avenue, the fleeing vehicle left the roadway and became disabled. The occupants of the vehicle fled on foot and were chased by officers. Cartier KENT was taken into custody almost immediately after a short foot chase. Qaadair PARKS was chased along the creek and through the woods between Welsh Tract Road and West Chestnut Hill Road. PARKS was apprehended in the area of West Chestnut Hill Road.  Both were arrested and later transported to the Newark Police Department.

Possession of a firearm during the commission of a felony – 1 count.

Aggravated Menacing – 1 count.

Disregarding a Police Officer Signal (Subsequent Offense) – 1 count.

Receiving stolen property value over $1500.00 – 1 count.

Conspiracy 2nd Degree – 1 count.

KENT was charged with the following for the incident on October 12, 2023:

Disregarding a Police Officer Signal (Subsequent Offense) – 1 count.

Receiving stolen property value over $1500.00 – 1 count.

Conspiracy 2nd Degree – 1 count.

Resisting Arrest – 1 count.

Reckless Driving – 1 count.

Speeding – 1 count.

Qaadair PARKS was charged with the following for the incident on October 10, 2023:

Possession of a firearm during the commission of a felony – 1 count.

Possession of a firearm by a person prohibited – 1 count.

Aggravated Menacing – 1 count.

Disregarding a Police Officer Signal (Subsequent Offense) – 1 count.

Receiving stolen property value over $1500.00 – 1 count.

Conspiracy 2nd Degree – 1 count.

PARKS was charged with the following for the October 12, 2023, incident:

Disregarding a Police Officer Signal (Subsequent Offense) – 1 count.

Receiving stolen property value over $1500.00 – 1 count.

Conspiracy 2nd Degree – 1 count.

Resisting Arrest – 1 count.

Reckless Driving – 1 count.

Speeding – 1 count.

PARKS was arraigned and issued $97,150.00 cash bond. KENT was arraigned and issued $87,150.00 cash bond.
