Two Sought in Shoplifting Turned Robbery on South College Avenue

On June 2, 2021, Newark Police responded to the Tobacco One store in the 1000 block of South College Avenue for a report of a robbery.  An employee reported that a male and female entered the store. Each of the suspects removed merchandise from display and concealed it on their person. The female suspect fled the store and the employee confronted the male suspect as he tried to exit.  The male suspect removed a knife from his waistband and threatened the employee with it.  The male fled the store and both suspects fled together in a vehicle.  The employee was not injured.

Based in part on witness statements and surveillance video, detectives identified the suspects as William Payes IV, 32 and Angela Biggs, 40.  Both are from North East, MD.  Arrest warrants have been issued for both suspects charging them each with Robbery First Degree and Conspiracy Second Degree.  Payes is also charged with Possession of a Deadly Weapon During the Commission of a Felony.
