Newark Man Arrested For Robbery and Assault; Additional Suspects Sought

On October 25, 2019, at about 1519 hours, Newark Police responded to the Red Roof Inn at 1119 South College Avenue for a report of a robbery.  Officers spoke with a female employee who reported that she had been escorting three subjects from the hotel who were attempting to enter a hotel room that was out of service.  While escorting the subjects, the victim was recording them with her cell phone.  As she was walking them from the hotel, one of the subjects attempted to take the victim’s phone and punched the victim.  The other two subjects then struck and kicked the victim.  A fourth subject, who had been outside in a vehicle, joined the other three subjects and punched the victim.

A co-worker of the initial victim attempted to intercede and was pushed away by one of the subjects.  The subjects took the initial victim’s phone and fled to a vehicle and left the area.  The initial victim suffered physical injury including a broken finger.  She was transported to an area hospital by ambulance.  The second victim did not suffer any injury.

The suspects were described to police as two black females and a white male.  The fourth suspect, who came from the vehicle, was described as a black female.  The stolen cellular phone was recovered – damaged – a short distance away.

The victims provided Newark Police with the tag number of the suspect vehicle.  Newark Police Detectives were able to extract the video of the suspects from the victim’s phone.  Based upon the tag number and video sources, Joseph Windsor, 18, of Newark, was identified as one of the suspects.

On January 22, 2020, Windsor was taken into custody at his residence without incident.  He was transported to Newark Police Headquarters where he was charged with the following offenses:

  • Robbery First Degree
  • Assault Second Degree
  • Conspiracy Second Degree
  • Offensive Touching
  • Criminal Mischief Under $1000

Windsor appeared before Justice of the Peace Court #2 by video and was released after posting $47,200 secured bail.
